Families whose children, ages 0 – 18 years, have been recently placed out-of-home, or who have been identified by children and youth services as meeting the criteria for inclusion in the program. 

Funding is provided by Delaware County Children & Youth Service (CYS) and Philadelphia Department of Human Services (DHS).
