Foster homes are family homes in communities throughout Philadelphia and the surrounding counties that are licensed by the Office of Children, Youth and Families (OCYF) and the Office of Mental Health and Substance Abuse Services (OMHSAS) to ensure that they are safe and appropriate for the youth in care.
