Kelly Parker

As the Director of Early Learning Services in the City of Chester (PA), Kelly (Kel) is responsible for overseeing all aspects of the Early Learning Services program, which provides Preschool Early Intervention services for eligible children in the Chester Upland School District catchment area. Over the past thirty years, Kel has served and advocated for children and families as a Social Worker, Teacher, and School Administrator. Kel truly believes that all children can learn, and his goal is to develop them to become lifelong learners for the betterment of their families and community. Kel is a proud alum of Lincoln University (PA).
